Armaggon is a comic character. Wingnut and Screwloose had a poor cartoon adaptation. Traag and Granitor were destroyed in the previous game. Chrome Dome is the best option in that case, because he participated in crossover "planet of turtleoids" just like Groundchuck and Dirtbag; he would be the perfect audition.
On another note, the Hockey masked vigilante Casey Jones had only 5 episode appearances in the 1987, yet would go on to get a lot more character development in the 2003 series.
Clearly this game wanted to make use of the toy line's expanded lineup (Groundchuck, Dirtbag, Leatherhead, Slash), which by this point, included the main events from _TMNT II: The Secret of the Ooze_ -- Tokka, Rahzar, and the Super Shredder.
A good strategy I forgot to use while fighting the two Mega Mousers in levels 5 and 8 is to take out as many regular Mousers as possible, that way I would maximize points and get closer to earning more extra lifes later on.
This game did a lot right in the turtles series on nes, but the main thing i was not a fan of was the turtles themselves. I always felt like they looked like an old slouch of a turtle... like the turtle animations look like you are playing someone old.

You are using the wrong Turtle to beat Leatherhead. You should be using Raphael on him instead.
