Is it still off?. If Yes what you can do is put it back into the laptop. Long press the power button until you hear that sound when you insert a USB stick in the laptop. After hearing that sound leave. The battery red light will come back on after a few seconds

You will need to do permanent unlock, check out the channel there is a video about that
by locked do you mean blocked or back to just accepting Airtel?
