If they had introduced him before hand as this mysterious powerful trainer and gave him a story, Tobias wouldn’t be as hated as he is. But, no he’s a plot device.

Tobias is stupid, and Ash deserved even more credit for defeating Darkrai. but the way they treat legendaries in the anime do no match the reactions of those in the anime during Tobias's time. Mismagius is fucking awesome though. Can do some cool gimmicks via perishsong and mean look, plus pain split and protect. Has to be against special attackers only but it works well!
