The best route is QEW. It encircles west of Lake Ontario in between the GTA and Niagra Falls for 139.1 km.

The high-occupancy lane on the QEW that I was on does have a HOT permit which allows regular vehicles to use them, although they are apparently distributed in very limited quantities.
