    I don’t think that concentrate nitric acid (>65%) on phenol gives picric acid. The reaction produces a black matter dued to phenol oxidation. The trinitro phenol can be obtained via sulphonitric acid

      The direct formation of the product is possible with only concentrated nitric acid, it's just that the yield would be very low (due to oxidation issues as you correctly mentioned). At this level (A-level and IB), the focus is on the substitutions that occur, rather than the yield of product obtained.
      To increase the yield, phenol can be treated with a mixture of concentrated sulfuric acid and concentrated nitric acid.
