Anybody know why his vertical and horizontal breaks are so high despite a below average spin rate on his fastball?

Spinrate is just one aspect that affects how a ball moves. You also got to consider spin efficiency and spin direction. A 4seam at 2500RPM with pure backspin and 90% efficiency will have the same movement as a 4seam at 2250RPM. Duran's fastball moves a ton because he averages 97% spin effiency. Also, he throws his fastball at 1:15 spin direction, so he roughly gets both a decent chunk of horizontal and vertical movement.
