I understand that the NEC is for lack of better terms a guide to the minimums when it comes to “ANYTHING” listed, recommended or required in the book. In this case there’s only so much to be safe about until it becomes horrifically ridiculous. More bad connections in receptacle, switch and junction boxes and service panels for that matter have caused more fires. The fact is incandescent light bulbs have in the ENTIRE history of commercial, residential or even recreational vehicle electricity installs caused the LEAST amount of fires.
If they aren't required, you can bet the manufacturer will be shoving them some bucks to add them. While they are at it, in addition to being GFCI, AFCI, and tamper resistant, the ones in closets should be glow-in-the-dark and BOOGEYMAN RESISTANT. Gotta get the manufacturers cash flow every boost they can.
