In my case. I bought the game on key site like 7 weeks before release. I was really stressed about Remastered OST dlc. First build of the game was kinda gliched and main theme did not played lol. Then I heard this music, and I exactly felt like you.
The first time this came up for me, I just invaded my neighbor, my GDP dipped substantially, and half my country rose up in revolution. This is the official theme song of, "This is fine," for me.
A waltz is the best embodiment of the Victorian era. The music works when imagining both the upper class parties and the lower class celebrations. It works when imagining Victorian diplomacy and the bouncy nature of the tune is easily connotated to the seas that the world so heavily laid eyes upon. It's the perfect tune to relax, enjoy and vibe regardless of whatever situation the Victorian era economy simulator thrown your way.
I don't know man, when Iwas hearing this in victoria 2, and the Jacobins were in the revolt for the ninth time. I didn't feel relaxed. And in Victoria 3, I don't know what causes me more stress, the lawmakers not banning child labor, or the volatile state my economy is in half the time. but i rather politicians sitting on their ass than jacobins.

I'm one of those crazies who loved HOI4 and Stellaris on release, and now they're even better. CK3 started off on good footing but hasn't improved overly much in two years. In both cases right now all are excellent strategy games that most people approve of. No matter your stance now Paradox can turn Victoria 3 into an exemplary title. If you enjoy it now, more power to you!
While playing Vic2 listening to this song, I thought "Hey, but it's good that AI automatically controls import and export. What would it be if player manually controls all imports and exports?" Guess what. It happened.

I recognize that the differences in this particular song are minimal, I recommend listening to the others, especially Coronation. That said, the original songs of Victoria 3 are impressive on their own. I highly recommend "Adagio for four strings".
