Immediate own siblings can sponsor the education. However, it depends on the financial details of the siblings as well however only if we know these details we would be able to give the right answer.

No it's not a drawback if you prove your mother's income or savings is sufficient for your complete duration of course
The vo won't even ask about loan if you show sufficient savings.. being confident and calm is mandatory.

You have to apply for tourist visa which will be valid for 10 years.. it's not easy to get the visa slot for it though!!
