Is this done on an even or odd number of stitches?

Not all stitches will translate to exactly the same look when comparing knit to Tunisian. This gives more of the look of seed stitch. With knit, you are working on both sides of the fabric. With Tunisian, you are working on only one side. Modifications need to be made to the stitch pattern in order to get a similar look. And, of course, there is more than one way to accomplish similar looks. This is just one of them.

Wonder why the seed stitch isn't a knit stitch and then a purl stitch? Just inquiring.

To do this stitch pattern exactly as shown, you would start with an even number of initial chains.
