I used to visit Ft. Shenandoah to watch the cannon matches, buy BP for my muzzle loaders, and any accoutrements I might need: musket flints, percussion caps, ramrods + cleaning jags, canteens, kepis, etc. It was a nice daytrip from Baltimore and back.
I am guessing it rested on a thick wooden wad that separated it from the powder charge, and that may not have been 100% safe. I know the decks on ships had to be washed down with buckets of sea water to keep any spilled gunpowder from igniting.
