Well yeah, this outward cheerfulness is unseemly of a Naval Captain. A happy Captain is focused, serene, and concerned primarily with the operation of his ship. A captain ill-at-ease seeks excessive intimacy with his crew. It's the same moral as the first few episodes of Our Flag Means Death.

The comedic timing here is so perfect. The music begins to sweep up as he walks off stage like a doofus all with that giant grin across his face. Then it cuts to his crew who are just standing there, stiff as logs with these blank expressions on their faces. And the camera stays on them just like a millisecond too long, making it so awkward and funny.
Then it cuts back to the captain who now changes up his walk to an even goofier one and begins to sing.
Then it cuts back to his crew who previously could have been played by mannequins, now spring out of their spots and click their heels.
It’s perfect. Cinematic beauty.
Also right before at 0:21 they do that shuffle and it just adds to the beauty.
