Taking transfer should be based on permission of ICAI case to case and no discretion of the CA Principal should be required there, loads of problems of CA Articles will be solved with the same.

The issue is vested interest. If one gets one person for 3 years at throw away stipend why he will change or do reforms. Council is made on vote bank politics. Abolish council and government should appoint administrator then only this will stop. If agree then write to Prime Minister, concerned minister or continue doing 3 years of donkey work and then May to November, November to May..CA..come again..
