As a Grand Admiral he and the remaining 11 Grand Admirals were the highest ranked individuals in the Empire after the Emperor and Vader, with the Emperor executed over Imperial Center, Vader and his loyal Vice Admiral Thrawn lured to their deaths Zaarin would hold the Imperial Capital and possess the TIE Avengers and TIE Defenders he had invented giving him central control, authority and the technological edge to hold that. Even when his initial plan was thwarted he almost killed Palpatine a second time on his personal star liner and managed to fight the full might of the Empire and Thrawn for almost six months with only 27 capital ships.

The reason Vader did not make an attempt on Palpatine's life is that he wanted to know everything he had to offer before he overthrows him (as per Rule of Two). However, as the years go by in Palpatine's reign over the Galaxy, Vader started to realize his master has no intention of teaching everything he knows, and as a result he decided to leverage his position of being the "Supreme Commander of the Imperial Forces" (Vader's rank in the Legends Continuity) and use all of the resources at his disposal to become as powerful as he can. By the time of "A New Hope", Darth Vader became the greatest "Jedi Hunter" in Galactic history due to him fully mastering the mechanics of his suit, which is thanks to both his greater mastery of the Dark Side of the Force when compared to his former self and constantly having Lightsaber Combat drills day-in and day-out. However, even if during this time that Vader finally became more powerful than he was as Anakin Skywalker (Even if his potential to become the greatest Force wielder in Galactic history was severely diminished after Mustafar) he realized that he will never be able to rival his master, as a result Vader was forced to rely on either Sith artifacts (Muur Talisman) or secret apprentices (Galen Marek, Starkiller (Clone of the former), and at the very least tried to with his son Luke Skywalker) in his attempted overthrows.
Honestly, the Empire makes me upset because there really was no reason to get rid of the Clone Troopers. They just made up a dumb reason for replacing them because Lucas couldn’t use CGI back then when Star Wars was first made. The Empire could have paid for the Clone Program with ease, the idea that the Clones could be taken over for rebellion is relevant to the Republic era and just a lame excuse, and they were all around better and capable soldiers who deserved more than what they got treated like by Disney.
What about what if the Revans order in Vader sol3 and if peace talks take place and pass what would we do in the event of the attack that killed revan ?
Oh this is really quite embarrassing, but these plots and the main story have all received a hard retcon from Disney and friends. So even if this character wanted to assassinate Palpatine, it wouldn't have mattered because it wasn't the 'real' Palpatine. Sorry!

Honestly, the Empire makes me upset because there really was no reason to get rid of the Clone Troopers. They just made up a dumb reason for replacing them because Lucas couldn’t use CGI back then when Star Wars was first made. The Empire could have paid for the Clone Program with ease, the idea that the Clones could be taken over for rebellion is relevant to the Republic era and just a lame excuse, and they were all around better and capable soldiers who deserved more than what they got treated like by Disney.
Clones are expensive and had half the serving time a human recruit had also Palpatine saw them as a liability
