That appeared to be quite a slow touch down. (Strong headwind ?)
Looks more like crosswinds... And looks gusty too. And yes, it was a late touch down - they passed the aiming point and touched down between the second and third marking
That's what we call a "float". If they passed the 4th (last) marking on the landing zone, they would have done a go around
