Then later in the episode she does something dangerous again and skates on the ice, breaking it and does not get punished for it at all. She should be a laying corpse in the grave, or more accurately, a frozen chicken laying in the freezer.

Definitely more of the latter. This is Little My tempting fate by going out of her way to knowingly do something extremely dangerous and stupid. And Lady of the Cold representing the coldest night of winter as something you should not mess with is even more pronounced in the book, where the characters can't so much as risk looking out the window till she has passed them by and as she does, it's insinuated she peeks inside the bathing-house, since suddenly all the warmth runs out of the room to a point where fire in the stove goes cold.
This scene terrified me a bit as a child, a giant ghost who could freeze you solid with a stare. At first, I thought the ghost was Jack Frost, but later learned that its a female ghost called Lady of the Cold, it makes it even more scary. Women are frightening when embittered 😣

Because I'm tiny but I talk allot and get mad easily and had always had my own, sometimes pretty loud opinion on pretty much everything. Funnily enough, I dyed my hair red when I was nineteen and only then was I reminded of that nickname. Now I actually resemble her physically as well hahaha when destiny calls...
The Groke: Freezes you solid if she touches you. The Lady of the Cold: Freezes you solid if you just look at her. Yeah in my opinion The Groke is nothing compared to The Lady of the Cold.
Not to mention Groke's scare factor is completely circumstancial and she never actually goes out of her to freeze anyone. Ultimately she's just isolation born of sorrow given form, becoming so cold and alone, because no one understands her.
Scariest character on Moomin, makes The Groke seem harmless in comparison (and it actually were too) I have no idea why they don't make Lady of The Cold Moomin mug, I have waited for them to release one for years as she was one of the most memorable characters for me I would love to buy it.

A tad late answer, but I'll say there's no need to be too concerned. I pretty much grew up with moomins (me and 90 % of the now young adults in Finland) and while I do remember being afraid of this lady and the groke and some other stuff I think it's alright, like, unless the child is absolutely terrified of a certain episode or character then yeaahh maybe avoid that specific thing, but as a whole, it's a pretty child-friendly show. Sure there's scary stuff but that's pretty natural I guess? Brings balance to the homey stuff. My (also 3-year-old) niece just hides under my arm if there's something she finds too scary for her :D
Growing up as a finnish kid id use to wake up at 6am just to watch the moomins I used to love the show it's got some scary scenes (like this) and alot of scenes with the groke but if she loves it that's good it was a wonderful thing to grow up with
