    A very important note of this whole story: This whole thing was conceived, enacted, and is still in use without any act of Congress or any Congressional oversight, which makes the whole thing even more terrifying.

      I looked a lot into Dave McGowans programed to kill. And his other famous works.
      Seems to be an overlap with bringing fusion centers and related operation Phoenix black ops back to domestic soil, making it look like serial offing by crazies.
      On the other hand: so many cases of infiltration and open intellectual subversion from university and government levels.
      Creating an actual enemy from within.
      So, basically like they created on purpose the external cold war by massive tech proliferation, spy scandals in highest places, and never ending lend and lease projects:
      Same way they created an internal ideologically raging enemy especially fed from highest elites to not only fund an outside cold war industry, but also at least an internal security apparatus if not an outright police state.
      In all of that some silent offing and the scandals if they didn't cover their tracks well enough seems to be still the most human way of not living in an openly soviet style system.
      I believe both the cold war as well as the war on crime are facing real and dangerous (but self created) enemies. We allowed them to create two monsters. Now we indeed have a real conundrum.

    Being a US citizen and watching this is rather chilling, but necessary. The mass population of the U S. has very little knowledge of these tragic events. It's really sad it happened at all, but even worse that some form of it would eventually come from a nation that has relied on a war economy and mass military industry since WW2. I'm glad this video exists.

      Nations and kingdoms have always done this. The only issues here come in the forms of excessive use and justification for actions. Couple with tech advancements and the potential for abuse (especially if the ruling bodies have particular agendas that see certain people as "threats" to their particular world view) and it is reasonable for questions to be asked.

    I have some ideas for new Into The Shadows video topics that I think should be explored, as I don't feel they're discussed often enough: Toxic Black Mold, Bedbugs, The Silver Nitrate Movie Studio Fires of the early 20th century (caused by silver nitrate film-stock), Animal Cruelty In Circuses, Whalefall (a natural, yet gruesome, phenomenon in the deepsea), The Video Nasties Era, The Tokyo Subway Attack of the '90s, The San Diego Tank Rampage of the '90s, Leeches, Postpartum Depression, Pediatric Cancers, Termites, and Female Circumcision. Obviously, all of these are mildly to extremely grim topics, but I don't feel that they're talked about as much as they should be.

      For clarification: Into The Shadows focuses primarily on terrible things human beings have done or are currently doing to other human beings on a large scale (including things like negligence and human error). Aside from those things, it's about bad things involving humans that people in general know little about - often because of coverups, or because it only happens in places far away from the Western world. There's one or two outliers, but in general videos on this channel are about things that affect humans - and affect many humans at the same time in very bad ways. Relatively unknown mental disorders, animal cruelty and diseases that have killed millions but that modern-day Westerners know only from period movies (like leprosy and tuberculosis) also appear here.
      Half of your list is animals that have little to do with humans, and natural phenomena. Whalefalls have nothing to do with people (and are not gruesome - they're the same thing that happens when you bury a body underground, just in the ocean) and would be better for Today I Found Out or Sideprojects. Interesting subject, though.
      Unless bedbugs are transmitting some kind of terrible disease or killing people in untold numbers somewhere, they may also be better suited for one of the information channels that don't deal with humans being terrible to each other or diseases on the level of leprosy and the plague. Leeches are even less harmful as far as I'm aware - unless you want to talk about their historical use in 'medicine', but in that case you'd immediately need to unpack the whole Four Humors theory, which would fit those other channels as well. Termites... maybe if you get into sawdust exploding, but who doesn't know about termites? I'm European, termites don't even *exist* here and I know they can cause explosions.
      Animal cruelty definitely needs to be discussed, and there's already the videos on Harlow's monkey experiments and the Soviets using dogs as kamikaze so this would be the right channel for that. Also female circumcision and anything cancer-related. Postpartum depression... depends on your angle. The phenomenon in general would fit here, but there's also potential angles for Casual Criminalist. The Tokyo Subway Attack has been done already on Casual Criminalist, where murderers, torturers and cults are discussed. Its title there is "Aum Shinrikyo: Japan's Strange Terrorist Cult".
      Since I don't know the other things you mention that sound human-made, it would be about scale and possibly intent. Large-scale negligence tends to appear here, but intentional criminal activities of one or a few people (or a cult) tend to be on CasCrim. For reference, a giant Las Vegas hotel fire caused by cost-cutting and negligence is on Into The Shadows, but as mentioned, the Tokyo subway attack (and related things, that cult had a lot going on) is on CasCrim.

    Just so we are clear on a couple of topics covered by the Geneva Convention: Any enemy combatant is a valid target. No due process needed. Any state leader or high ranking politician in military related echelons are valid targets. No due process needed. It is not until we start talking POWs that we get any resemblance of due process. And the Geneva Convention is also clear on collateral damage: it should always be minimized (whatever that means) and it should always be measured against the importance of the target (whatever that means).
    Secondly: Most countries have laws surrounding treason. If a citizen joins the enemy forces they are an enemy combatant first and a citizen last. That basically translate to "you can kill them at your convenience but if you capture them you have a POW-vs-citizen dilemma". In some countries that makes it easy, as high treason is punishable by death, and since it's not allowed to execute POWs you just invoke their citizenship. In other countries citizens have significant rights even when faced with treason charges, so things can get murky or even undefined.

    What is the alternative? I mean, what is the practical legal method of gaining custody of the individuals. Obviously once the US has custody, they can be tried using the judicial system, but how does the US gain custody? My limited understanding is that the US would need to pressure the foreign nation to arrest the individual. If the foreign nation did not act effectively, then the US would need to ramp up the pressure through sanctions, threats of war, and finally declaration of war. This puts hardships on all the citizens of the foreign nation for the actions of a non-state individual and the inaction of its government.
    This question can be extended. How does any nation legally and effectively protect its citizens from the actions of a non-state actor living in a foreign nation. Especially if diplomatic relations between the nations is tense.
    The only methods I can think of are as dystopian as the Disposition Matrix. ie world courts, trials in absentia, UN sanctioned drone strikes.

      Considering the amount of (ex) importent people in the US who have committed serious breaches of international laws and have not been extracated/put on trial is staggering and if any other nation would implement a similar list targeting US citizens there would be hell to pay.

    Trying to put boots on the ground to capture a target can lead to dozens of needless deaths, but a drone strike delivers results with minimal cost... especially in human life. These people intentionally hide themselves among the civilian population (often intentionally finding places with lots of kids) to avoid one of these drone strikes, so it is their fault at the end of the day if there are needless civilian casualties.

    This is the same issue that is currently happening in gaza. When the people who are attacking the country melt into the population. Then the country has to decide to either just take constant attacks, or go after them. Precision with a bomb is only so good. There will be innocents killed, especially when the 'enemy' is hidden among the innocent. And the ones being targeted, know that they are being hunted. But they think that hiding within a population will prevent an attack.
    To lessen death, USA came up with the gensei maverick missile, which is as precise as you can make bombs.

      The law says that they can as of 2013 & it would be a secret so divulging it might easily mean that person is now a valid target/'threat' themselves.

    It never ceases to amaze me how my country (USA) feels that ever powerful and unchecked activities are alright as long as this country is the one that does it. But let another country do the same and you will hear on the news how disgusted our politicians are, and repulsed by the way that country is behaving, and that it should be stopped immediately.
    We have SO MANY nuclear weapons, but we will go to another country and tell them they cannot have them. Rules are for thee, not for me.....
