Correct, Windex has Ammonia in it and should never be used for wet applications, however cleaning the surface with Windex is except-able on all dry applications, and that is what we are demonstrating.
On a reverse applications the best way to apply is wet. Large bubbles may be an issue, if so use a pin to let air out and again let time go buy the vinyl will look great in a few weeks when adhesion is complete.
