Very well put together and I find him to be underrated for sure. You seem to be describing "most powerful" more so than scariest. The only character I would put above him would be Pennywise. PW’s powers far exceed anyone’s. His rival Maturin "the turtle" represents a true creator/god. Maturin created our universe. PW is his counterpart and represents chaos. They are essentially equals and balance one another. PW in the movie was not the true representation of his actual powers. PW happened to take shape of a clown because that’s what he happened to like. He needs to abide by the laws of whatever he takes form of. So fear or lack of was his weakness at the time. His actual power when not tricked or suppressed by the turtle is unlike any other horror character and literally unmatched.
I guess you can say this could be a most powerful analysis. I see scary as "will I be alive at the end?" and in the case of The Tall Man the answer is No. In all honesty, no horror movie or horror villain has "scared" me but the one movie that did... Terminator 2. The scene where Sarah Conner was holding onto the fence as a nuke went off. Didn't help that was during the first Gulf War, so when I a kid I thought that was going to happen for real.
