The hubs are mainly hollow. This Sherp has the special tanks that fit inside the hubs, to use for water or fuel.

It appears that you can easily fix a hole in the tyre; some sewing and a patch. They are low-pressure tyres, so less stress on the material. And large diameter thus slow rotation, so no high speed contact with surfaces or objects. My guess is that they are not overly expensive, compared to off-road high-pressure tyres.
