Thats called carnet, you can also get it. Its like visa for vehicle to go abroad
Globe trotter with car or bikes uses carnet to go through country, it's like passport or visa and kinda guarantee that vehicle will not sold at country is in. I think maximum period is 1 year and after that vehicle must be re exported. Of course its only valid at country that accepts the agreement.
