When it's too late basically
There's an old proxy Singed strat that you do in the spot he was talking about. Essentially you clear the wave, but use the cannon to execute. That gives the next wave time to catch up and ensures it pushes back to your tower. If done right, you don't lose any minions and get a free boots back.

I am a singed main and it sucks all these top laners are tanks but does so much dmg and meanwhile singed is squishy…. They even nerfed his armors. They need to fix him

what is the benefit of proxy?
You can avoid fighting lane match ups that you lose. Basically the idea is to take the wave before it crashes into yours so that your opponent has to either stay under tower and farm or come to chase you and lose cs for it. You just need to be aware of where the enemy jgl is.
