Actually she is. There is a secret sequence were there are blueprints for molten Freddy which say that inside of him is Funtime Freddy, Funtime Foxy and Ballora. So basicly Molten Freddy is three animatronics at once
Ennard after the Sister Location was possesed by C. Baby and had parts of literally all animatronics that were in Circus Baby's pizzeria or whatever. Then in the meantime Funtime Freddy's soul fought with Baby's soul for posessing the Ennard. Freddy won so Circus Baby had gathered her parts that Freddy left for her since he remade the Ennard's body with the new mask that although wasn't his own. That's why in the game those unincluded blueprints of Molten Freddy a.k.a Ennard don't show that Baby's parts are included bcs he throwed them away such as other parts. Baby then gathered some other parts for herself such as lights from Circus Baby Auditorium from the Sister Location. So yeah, Ballora parts might be in Ennard before FFPS, but then the only things in him are Ballora's parts. It is quite possible that Ballora's soul is now in Scrap Baby and/or Molten Freddy. (IDK why he is called "Molten" when he wasn't really burned down to dust before the end of FFPS)
