On 15th decembre 1990 the first emission chain (DFF1) was changed from SECAM to PAL and was used to broadcast the ARD programme. The second chain (DFF2)continued to display the DFF-programme now baptêmised DFF-Länderkette ("states-chain) The channel survived some months after reunification and was later "Abgewickelt" completely closed. The last day was the 31st of decembre 1991.
The Deutscher Fernsehfunk DFF ( Der Deutsche Fernsehfunk (DFF)["German Television Broadcasting"], from 1972 to 1990 Fernsehen der DDR (DDR-FS)) did not merger with ARD. In first time it was planned to make DFF the commen broadcaster of the five eastern states, but those did prefer to fund own state broadcast companies.

"DFF" (Deutscher Fernseh-Funk) was indeed the initial name for the east-german Television programme while it was still ruled by Walter Ulbricht, who then was to step down (as a consequence of a plot, initiated by erich honecker) before it has been renamed to "Fernsehen der DDR" (Televison of the German Democratic Republic) by a decret of erich honecker lateron - what only needed approval of the Central Comitee (ZK) of the SED Party. After the german wall has fallen in November 1989, it was renamed to DFF to return it to the "pre-wall-time status" until the two chains had been replaced by the ARD and ZDF after reunification by the end of 1990.
PAL was used here in Britain/the UK like most countries in Europe and elsewhere; however oddly as far as I know, France decided on having the SECAM one at the time too of course.
But actually "Länderkette" translated, means "states-chain", which is due to the fact that cultural matters in Germany are under the authority of the german states, so also radio and televison, as DFF tried to remain on air at last in the eastern states

It has NOT been created by Nazis. The GDR started their px and renamed it in 1972 into "Fernsehen der DDR" (program names "DDR 1" and "DDR 2". In March 1990, AFTER the wall has fallen down this stationes have been renamed to "DFF" and this is the ident from December 1990, 1 day before the DFF joined the West-German ARD.

West Germany developed PAL standard while East Germany adopted SECAM standard. After their reunification, PAL start to broadcast all over Germany.
