I have windows 11 also and when renaming and changing the extension type, it remains a zip assuming it might have something to do with recent windows updates. I also don't see the .zip when renaming it like you did here. have you encountered this, and what is your fix?
Edit: in file explorer, there's a view button, and show > file extension names was unchecked. this solved the issue!
