Who is really responsible.? It's the duty of Govt to ensure that no fake notes are and will be in circulation. So it is failure of Govt machinery and case should be against that machinery, not against unknowing citizens. Ordinary citizens have no ways or means to find out fakes or prevent fake notes from circulation. The Public Service Litigation experts should take note..!!!
