It was a mix of things, one is that the personal relationship between Luc and Aemond is what originally is driving the conflict. Aemond while he hates his nephew isn’t trying to kill him. If he wanted to kill him he had a lot of chances to do it. The second is that they mad a critical error in understanding their dragons. The dragon’s ultimately don’t have to serve or obey. Both Luc and Aemond thought they were in control. But the moment fear took over Arrax began to act in a fight or flight mode. Same with Vhagar when she was attacked. At that point their was nothing salvageable. Ironically their hatred for each other and personal relationships had set a dangerous course that in the end neither one could control their destiny. In the end, house Targaryen was torn apart by hatred and jealousy, until they lost control of the conflict and their hatred would decide their destiny for them.

So the Dragons are bound to serve their riders commands fully, however they are still animals who can lose their temper or lash out in fear. In real life we can see this in Dogs that no matter how well trained can disobey their owners. I think the real issue with Targaryen's isnt that they think they control the Dragons it's that they often forget they living animals not just a war machine. Hence how we get this situation, Aemond forgets the fact Vhagar is a tempermental old animal who knows how strong she is, so to use her as a scare tactic only made her think they were gearing up for a fight.
You see, I don't really know how true that is. I think the fact that these two sons are half-Targaryen, Aemond from the father and Lucerys from the mother, means that the power/ dna of some sort that connects the dragons to their riders isn't as strong. Like Daemon and Caraxes, for example. It's fundamental to really know that they are war machines, because they are, in one way or another, natural war machines. And Aemond really was not prepared to take on Vhagar, a former war dragon of one of the conquerors.
Vhagar knew exactly what she was doing lol. The Dragons aren't dumb. Vhagar also knows she outclasses every other dragon in existence. She's basically gone "nah fuck this kid, consequences be damned"
As a senior who lives alone and watches this, it is really nice to see how other people reacted to these scenes too. This last episode was a hard watch for sure.

It says in the book that it is a history based on collective secondary (and a few primary) sources as well us public belief of the events. It’s supposed to be unreliable as you read it, the main source is literally the Court’s loud mouthed and uncouth Fool. That’s what makes the show so cool as it’s offering a true unbiased perspective of the events as they unfolded.

Her son was on a dragon and would have been completely safe if Aemond didn’t understand that you cannot control dragons in the long run & he wanted to scare Luke and it scared and pissed off Lukes dragon who fired which then really angered Vhagar Aemonds dragon who then killed Luke and his dragon. Subtitles can be very helpful if/when you can’t hear the show or when it’s confusing haha
