How to make a goofy small town detective into a protagonist?

Richa S. Mukherjee is an accomplished author with numerous books to her name. Kanpur Khoofiya Pvt Ltd was published in 2019 and with that book she and the goofy small town protagonist Prachand Tripathi shot into fame. How & why did she create such a character?
