S traps are illegal is the USA because they cause siphonage. P traps are the standard.
I think they know that and the test is to make sure it doesn't siphon too much. Our toilets siphon so not all fixtures avoid siphon. But the point of the p trap is it just works, and does not need that much testing or engineering to setup
