Exit lag changes the route your packets take from client to server. Under normal circumstances, your packets are randomly routed through various nodes from client to server. Exit lag, when enabled, determines the most efficient route for your packets to travel, which can help lower your ping. The further you live from the server, the more useful Exit lag will be. If you already have low ping, Exit lag won't help all that much. But you wouldn't be interested in Exit lag if you already had low ping anyway.
