I have used a similar method for n-scale on two inch thick extruded polystyrene foam over one half inch thick plywood. Using the tubing make the process of feeding the wires much easier. By the way, I understand the Kato wires/plugs are the same size for n-scale and HO.

I own both KATO N & HO Unitrack systems, KATO's Tamiya male & female connectors for track powering, and turnouts are identical in size. However, I would simply remove the Tamiya connectors and drill a smaller hole, and connect bare wires to the track power bus

Does putting painter’s tape at the insertion site help with the tear out? I’m not quite ready at this point, I’ll be going through this soon just waiting to lean more, especially since I’m drilling through 5” of foam

I cut the heads off the wires on my old layout and just used the bare wire into a terminal block.

Why drill those huge holes? Drill an 1/8" hole, use a pin to release the clips in the Kato connector, and remove the wires, slide wires through the hole and push the wires back into the connector. They are designed to be removed. Or cut the lead in half and slide through the hole and then solder splice and heat shrink n extension piece of the same gauge wire to lengthen the lead if you need to. Saves buying the stupid Kato extensions.
