which windows version are you using ? In factory io driver menu , select option configuration which is at your right side and select the PLCsim v5 and try again

In short faceplate is like function block in plc , we can use this face plate in any Hmi program just you have to perform tag mapping in HMI .

yes once created you can save it as library and use over and over again
