What are the New York City Residency Tax Rules?

If you are a resident in New York City, you have to pay NYC income tax on your worldwide income. If you want to avoid NYC residency tax, you would have to establish your residency out of the city. If you establish your primary residence outside of the city while still working there, you will avoid NYC income tax.

I work for a federal government agency. Recently transferred to the west coast. New permanent residence is now in california. Although NY state no longer taxes me NYC continues to tax me every paycheck check. What can I do?
