The point is: Elder Kai had ALREADY said the fusion would be permanent, (Of course he wasn’t aware it wouldn’t be permanent for mortals), THEN, after saying that, he says the fusion can only be done once a lifetime, therefore, he’s referring to the fact that they can’t fuse again while fused.

The big multiversal tournament in Super proved that multiple people can fuse. The two Namekians from universe 6 were the result of all of their Nemekians fusing, in hopes of winning and saving their universe.
Just so you're all aware, its still possible that all 4 could fuse if they danced in the shape of a PLUS SIGN, each on the end, and all ended at the same spot, the middle. Think about it, they'd all meet there and it would all be part of the same fusion.

My headcanon for this is that 4 people fusions are too unstable to hold for too long and too draining once it becomes undone, so basiclaly if you don't speedrun the fight you are immediately out once the fusion ends
i've always assumed you could fuse again if it's a different form of fusion. so for instance, in dragonball heroes, xeno Vegito, and normal vegito could do the dance to become an ultimate Vegito.
