I actually hated Lucifer most of time because his enormous ego (he can't conceive things are not entirely related to him) and perhaps Lucifer grew up and truly cares about Dan, he was extremely mean most of time. Poor Dan went through a lot... And died. He's like the Jesse Pinkman of the series
This is one of the first things Lucifer needs to fix. If someone feels guilty for something, that means they REALIZE their mistake. They shouldn't be in hell. The people who DON'T feel guilty for the things they do should be there.
The problem with that assessment is that you're confusing guilt with forgiveness. People recognize their mistakes all the time and feel guilty about having made them. That doesn't mean they forgive themselves for making that mistake. That's what the hell loop is: you reliving your mistake and feeling guilty about making it. To escape, you have to stop feeling guilty about the mistake by FORGIVING yourself for it. And that's why no one's escaped hell: plenty of them feel guilty, but none of them can forgive themselves.
Plenty of rapists and murders and child rapists and murderers feel guilt about their actions, so should they go to heaven because they feel guilty? Guilt doesn’t mean you’ve become deserving of forgiveness, from yourself or from others.

To punish themselves, deal with guilt, not feel worthy of better, it can be for a number of reasons but it all comes down to them feeling within themselves that it is where they belong.

Deal with guilt? Keep it simple. Romans 10:9 That if thou shalt confess with thy mouth the Lord Jesus, and shalt believe in thine heart that God hath raised him from the dead, thou shalt be saved.
