Yes. Anti-pumping is typically achieved via a separate relay which opens a contact to the close (spring release) coil. The purpose of the anti-pump relay is to prevent the breaker from continuous closing attempts if the close signal is initiated but does not clear. Some low voltage power breakers have this feature built into their mechanical operations and the Eaton Magnum breakers have it designed into the spring release where it only allows one, 1 second operation of the coil until power is removed and then reapplied.
