The camera needs to get the IP from the router via DHCP (Dynamic Host Configuration Protocol) which is a universal standard. When you connect the camera to the router it simply asks the router to give it an IP. Now, if you connect the camera directly to the PC there's no router to give the camera an IP, right? So in this case the camera uses a default IP (depending on the model), so you need to check the user's manual to see which IP is the default or you can use the Wireshark software in the PC to monitor the network communication and see the cameras "asking" for an IP, of course, using Wireshark requires some technical skills, it's common for me as a technical person, not sure about you.
