Well it’s the job of the DOC to protect those under their watch, thus the reason for them or him to be in PC. I wouldn’t be surprised if this was a set up by one or more of the guards. But that being said at the end of the day he was a former cop and two he is a White man that killed a Blackman. But he should be protected because he is already being punished for what he did.

Meanwhile in countries with much lower recidivism rates and lower crime counts apportionate to population, such as Norway and Finland, have police officers go through roughly 4.5k hours of training. Life isn't a video game or movie. You don't just drop dead after being poked. This was prison so the knife was probably a half inch long little shank. Just like a knee to the BACK of the neck won't kill you. The human body is incredibly robust.
