The True Ending requires all four Goddesses take on Arfoire. However, the others flat out refuse to join Neptune due to her amnesia.
After Neptune finally regains her memory, the gang return to Lastation to convince Noire to join forces, and this time they aren't going to take no for an answer!

In the original game, the other goddesses do not join Neptune automatically. In fact, you have to really go out of your way to ensure that happens. It is completely possible to challenge Arfoire with only Neptune, IF and Compa, as I have previously made a video on.
For the true ending, Neptune needs to recall her past and then recruit all the other goddesses. Noire is first.

On my play through both blanc and vert still refused but noire scene played out just like this except instead of fight noises, i actually had to fight her. I don't have the dlc so is this why or did i mess something up?

You can recruit Blanc and Vert only when 50% or more of the shares are in Lowee and Leanbox respectively. You just happened to have enough shares already in Lastation to trigger the event for Noire.
And yes, you have to actually fight them. I edited that out and used fight noises simply to cut down the video length, because the combat in the original game is slow and not very exciting to watch.
