You don't HAVE to and in some places they actually include a service charge in your bill to cover a tip but it's polite to do so unless the service was bad (10% is pretty standard but you can tip however much you feel like honestly).

here in the netherlands it's polite to tip from 1 to 5 euro, we don't use the percentage and we rather give cash so we know it'll actually go to the person who served you. If it's on a bill, we normally round up to the 5 or whole numbers but it's definitely not expected nor necessary.
