The adults are well protected from the rain but the eaglets are not and can not control their temperature until their thermal down comes. Parents must protect them until they are or they can get and die

@@ceegee777 Many times you will see this if the parents are going to be both off the nest and hide them from predators but Connie was there so I am not quite sure why.
