You're welcome! Yes, you can. Your residence won't be a problem as the copyright will be registered in the US. They will mail the certificate to you with no problem, they mail worldwide.
You aren't able to go back in an make edits. Before registering, you want to make sure your screenplay is as close to the final version as possible. If after you've registered and you change a few words here and there it won't affect your original copyright much, and you don't need to worry about reregistration. However, major changes, like adding more episodes, could warrant reregistering your script with the copyright office.
