Been trying SKAGS with very little luck. I usually always find the best success with a single keyword just in different variations. Example: plumbing, plumbing near me, plumbing {location:city}, plumber, plumber near me, etc. Location based keywords are where the money is at in my opinion especially for service industry businesses. I sell an office desk foot rest. About half of people call it a foot stool, however. I was thinking of making two campaigns where I add SKAGs for footrest+longtails, and another for footstool+longtails, and A/B test to see which term converts better. Is that a good idea? Also to have a final url for each keyword to improve QS
A question I have is... whats the best way to manage budget if all ad groups are within the same campaign? When do you decide to create separate campaigns?

Currently using phrase match over Exact as current phrase = bmm and Exact moving toward Broad. Prefer STAG as well.

SKAGs are fine. However, budget control is still at the campaign level. So you can't really allocate a certain budget to certain ad groups.
