The idea of using an already established gimmick in a character (in Oswald's case, his luck) and twisting it for horror purposes is simply ingenious, and should really be used more often, as it lets us feel a lot more sympathy for the character than we may have had for them before.

I think the story of this oswald goes like this unlike mickey who through that minnie was cheating on him, oswald didn't have no one in his live, so he feel alone. (And just ripping an thing from the original story of s-icide mouse) his brother mickey died in some accident, and because of that he got depresion and try to commit S-icide so he try to shoot himself to end his misery, but since he is the "lucky rabbit" he shoot in his eye instead, like how you see here, and because of that he gone completely mad.
This my i guess "headcanon" i think, so i think he tried to kill himself multiply times and didn't work, so that's why he got angry well he missed the shoot.

This makes me think that ever since Oswald and mickey have left each other, oswald has been alone ever since and has had no one else to talk to and started loosing his insanity. And so in order to keep himself calm he joined the military, thinking that spreading pain to others can maybe help him. But after the war everyone has died and oswald, the only one living. Is back to being all alone again in a open field and just wants it all to end
