That residual light and sparks from wisp are most probably wisps that were used by someone at this location but since you were far away you didn't get info about that, so when you approached that location the wisp that your client thought was there was removed as soon as server told your client that it was already used.
nah the residual lights and spark mean there's a wisp of that rarity close by
