Becuase fixed cost is always fixed only, for example if you have taken a loan then whether your firm is in profit or loss, the interest will not vary as per output, so it is fixed, and thats why it comes under total fixed cost
TFC is always fixed as it does not change with the level of output for example u have to start tution classes so u buy a land for a rent of 60000 so it doesn't matter if you earn from your classes or not but u have to pay the rent. In this case the rent is fixed. It is called TFC and that is why it is always constant
