2 shield islands can infact have ships, the Needlefish wasn't from the neighboring island of Serrano. If 2 shield islands have a ship, it'll only ever be one, never more than that.
Personally, I'd recommend almost never putting weapons on the Petrel. I normally just give them a whole load of fuel tanks, and replace my Albatross for long term island scouting. They have loads more fuel even without the external tanks, and can make for quick vehicle recovery after the island is taken over.
seems a little like a balance issue here. basically took out everything on the island by top gunning the helicopter around and using the main gun. almost like theres no need for any other tactics or weapon systems ...
