If you have generally enough cooling in the living room, but not in bedrooms, why not just simply turn down the vent(s) in the living room so more cooling is directed to the bedrooms, and then increase the airflow so that the living room has the same temperature/cooling as before? Of course, if you need to adjust up and down temperature by time of day or sunlight then automatic adjustment is needed. But just adjusting the vents manually might be free, quick and worth a try.
That's what we have done in our house. It mostly works, but If I could do this dynamically and for not too much money, then I think Flair could be a reasonable solution.
