The Max impeding doesnt even need a comparison, it's a slam dunk for any of the other 19 drivers. He moves towards the racing line and completely ruins Yuki's lap. If that doesn't get him a penalty then nothing will

Actually, Max said he screwed up and wouldn’t be surprised if he would receive a penalty……… He is one of the few drivers that owns his mistakes. The fact that the Fia doesn’t follow it up has nothing to do with Max…….. being unbiased is really difficult for a lot of people…..
Well if it wasn't a thing then the driver on Pole could just hold up all the other drivers laps so they cant set a faster time? the point of qualifying is to set the fastest lap you can, not to set a lap and then block everyone else on the track so you cant be beaten

In Monaco it was not allowed to slow down in the tunnel. For safety reasons. Thats why leclerc deserved that penalty.
