Situation 70: can we take advantage of word "so far as possible" in 19(d)..which will mean that we have to comply with d(i) and d(ii) so far as possible... and if not possible to avoid collision then I have option to alter to port if it can avoid collision or close quarter situation.

19e applies only when you hear the fog signal ahead and except the case where you have determined that Roc doesn't exist.
